General Description of the Programme: وصف عام للبرنامج

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

تعمل منظمة غول في سوريا منذ عام 2013 ، استجابة للاحتياجات الملحة للمجتمعات المتضررة من النزاع. حيث تعمل منظمة غول في محافظة إدلب ، سواء من خلال التنفيذ المباشر أو من خلال الشركاء ، في تقديم البرامج الغذائية وغير الغذائية للسكان الأكثر ضعفا، وتوفير المياه والصرف الصحي والنظافة الصحية (WASH) من خلال دعم وحدات المياه ، فضلاً عن دعم الطوارئ للأسر النازحة حديثا.

كما تعمل منظمة غول في محافظة شمال حلب منذ عام 2019 ، من خلال التنفيذ المباشر ومن خلال الشركاء ، وتقديم البرامج الغذائية وغير الغذائية للسكان الأكثر ضعفا، فضلاً عن دعم الطوارئ للأسر النازحة حديثا.

Job purpose:الغرض من العمل

As a part of the Verification Team of the Accountability Department, Verification Team Members support verification of existing beneficiaries to ensure that food, non-food item, cash and voucher assistance reaches most vulnerable families. Key functions of this position include:

• Verification (checking) of beneficiary lists as part of GOAL Syria’s verification cycle in North Aleppo.
• Carrying out home visits and collecting information through observation and interviews to verify household compliance with the beneficiary selection criteria.
• Communicating with Local Councils and Relief Committees and informing them about GOAL programme and GOAL beneficiary selection criteria; and collecting the notes and comments from the field.

كجزء من فريق التحقق التابع لقسم المساءلة، يدعم أعضاء فريق التحقق التحقق من المستفيدين الحاليين لضمان وصول المساعدات الغذائية وغير الغذائية والنقدية والقسائم إلى الأسر الأكثر ضعفًا. وتشمل المهام الرئيسية لهذا المنصب ما يلي:

• التحقق (التأكد) من قوائم المستفيدين كجزء من دورة التحقق في غول سوريا في شمال حلب.
• القيام بزيارات منزلية وجمع المعلومات من خلال المراقبة والمقابلات للتحقق من امتثال الأسر المعيشية لمعايير اختيار المستفيدين.

التواصل مع المجالس المحلية ولجان الإغاثة وإطلاعها على برنامج غول و معايير إختيار المستفيدين في غول؛ وجمع الملاحظات والتعليقات 

Duties, objectives and competencies الواجبات والأهداف والكفاءات

• Contribute as a Team Member to Verification as outlined above.
• Security: support the Team Leader by providing security information and updates received from villagers and Local Authorities.
• Ensure that all stages of the verification processes and documents are filled in and given to the Team Leader daily.
• Assist the Team Leader with planning the daily and weekly work for the team.
• Provide information to the Team Leader for the daily update at the end of each day including:
  • Security situation in the GOAL villages and neighbouring villages.
  • Verification progress made during the day compared to the plan.
  • Any difficulties encountered and how they were overcome.
  • Community, Local Council or Relief Committee complaints.
  • Status of documents and deadlines for the documents to be completed; and Observations about other organisations doing relief/ humanitarian work in the villages where GOAL works.
• Any other task required by the line manager.

• الأمن: دعم قائد الفريق بتوفير المعلومات الأمنية والتحديثات الواردة من سكان القرى والسلطات المحلية.
• ضمان ملء جميع مراحل عمليات ووثائق التحقق وإعطائها لرئيس الفريق يوميا.
• مساعدة قائد الفريق في تخطيط العمل اليومي والأسبوعي للفريق.
• تزويد قائد الفريق بالمعلومات اللازمة للتحديث اليومي في نهاية كل يوم، بما في ذلك:
• الحالة الأمنية في القرى المدعومة من غول والقرى المجاورة.
• التقدم المحرز في التحقق خلال اليوم مقارنة بالخطة.
• أي صعوبات تمت مواجهتها وكيف تم التغلب عليها.
• شكاوى المجتمع المحلي أو المجلس المحلي أو لجنة الإغاثة.
• حالة الوثائق والمواعيد النهائية لاستكمال الوثائق ؛ وملاحظات حول المنظمات الأخرى التي تقوم بأعمال إغاثة/إنسانية في القرى التي تعمل فيهاغول.
• أي مهمة أخرى يطلبها المديرالمباشر.

In addition to the above, the Verification Team Member is required to abide by and uphold the Core Humanitarian Standards in the execution of his/her duties.

Requirements (essential) المتطلبات(الأساسية)

• university degree.
• Three years’ experience working with NGOs.
• One year at least experience with local communities in Northern Aleppo.
• Two years’ experience in surveying or collecting data.
• Flexible about working long hours.
• Detail oriented and strong clerical skills.
• Excellent interpersonal skills and the ability to interact well with people of all backgrounds, excellent relationship building skills.
• Strong communication skills (written, spoken) in Arabic.
• Availability to travel for up to 80% of the time, work and stay overnight in programme areas.
• Prepared to work in an insecure environment.
• شهادة جامعية.
• خبرة ثلاث سنوات في العمل مع المنظمات غير الحكومية.
• سنة واحدة على الأقل خبرة مع المجتمعات المحلية في شمال حلب.
• خبرة سنتين في مسح أو جمع البيانات.
• مرونة بشأن العمل لساعات طويلة.
• مهارات مكتبية قوية ومهتم بالتفاصيل.
• مهارات شخصية ممتازة والقدرة على التفاعل بشكل جيد مع الأشخاص من جميع الخلفيات، ومهارات بناء العلاقات الممتازة.
• مهارات تواصل قوية (كتابية،شفهية) باللغة العربية.
• استعداد للسفر بنسبة تصل إلى 80 % من الوقت والعمل والمبيت في مناطق الرنامج.
• الإستعداد للعمل في بيئة غير آمنة.

Requirements (desired) المتطلبات (المرغوب فيها)

• One year’ experience with beneficiary verification, selection, or registration in an emergency contex.
• Computer skills (MS Word and Excel).
• Knowledge of the Core Humanitarian Standards (CHS).
