General Description of the Programme:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:
The Protection Social Worker is working directly under the Safeguarding and Protection Senior Officer. He/she is primarily responsible for conducting individual case management for the targeted population according to GOAL approach.

Duties, objectives and competencies:
- Ensure Case Management is implemented according to GOAL Global procedure and guidelines.
- Conduct assessment interviews combined with the FSL, and emergency Verification team, and draft relevant reports to assess the needs of the target population (IDPs, host community).
- Carry out service Mapping with a view to identifying relevant and functional services in GOAL’s operational area. This including all services needed to cover the most vulnerable categories (child, women and elderly at risk, disabilities, and people with serious medical conditions)
- Identify any protection cases of concern and register each case in accordance with the Protection Cluster guidelines and Standard Operating Procedures. This also refers to any suspected, witnessed or reported case of safeguarding within GOAL or other humanitarian players in GOALs operational.
- In Coordination with the Senior Officer, make timely internal and or external referrals of any protection cases identified to and coordinate appropriate response to the case with partner organisations and services as per the Protection Cluster referral guidelines and Standard Operating
- In coordination with the Senior Officer, ensure proper follow up and monitor each individual referred protection case within the terms and timelines recommended by the Protection Cluster referral guidelines and Standard Operating
- Accompany the protection case individuals to external appointments with service providers when necessary applicable taking into consideration both safety and Security limitations.
- Conduct monitoring and observation visits for offices and locations were GOAL and or their partners are implementing any kind of activities to ensure good level of adherence to SG standards and report any wrongdoings and risks according to the internal reporting protocol.
- Co- facilitate trainings for staff and or community as required, conduct awareness session in protection related topics and support in distribute any related posters.
- Attend relevant community meetings; participate in relevant councils, roundtables, and committees.
- Update records and preparing periodic reports on caseload. Beside document all activities within the scope of work including but not limited to participation lists, pictures, training meeting agendas, etc. – and submit detailed monthly.
- Maintain data confidentiality and manage physical and electronics documentation according to GOAL approach and aligned with donor standards.
- Support the programme teams when needed and as per direct supervisor.
- Undertake other responsibilities as assigned by the “technical & operation” line.

Requirements (essential)
- University degree in related field (e.g., social work, sociology, international relations, law, psychology, and other relevant disciplines). but other specialties are not excluded.
- At least 3 - 5 years’ protection experience (working with INGO, NGOs & or National CBOs), in raising awareness, community-based protection and protection generally.
- Good negotiation and problem-solving skills, proven communication, interpersonal, representation skills.
- Demonstrated ability to work with highly vulnerable groups.
- Awareness about the security context.
- Able to work effectively within a team and/or individually.
- Well organized with strong time-management skills
- Ability to work under pressure.
- Shares GOAL vision and values
- Good level of knowledge and practice with Word, Excel, Outlook, etc.

- A higher education degree such as Master or other will be seen as an advantage.
- Relevant professional experience in community-based protection and outreach activities
- Previous experience working with referrals system and with Protection Cluster Guidelines and SOPs.
- Previous experience working with protection, child protection committees.
