Program Administrator - Provider Services

GENERAL DESCRIPTION

Perform complex program administration work in Intellectual and Developmental Disabilities Services.  Plan annual budget and monitor revenue production and expenses to ensure fiscal stability. Serve as subject matter expert in assigned area- develop in depth knowledge of program rules, requirements, contract requirements, applicable Texas Administrative Codes, and best practices of the following services, but not limited to: ICF-IID, HCS, and TxHmL services.  Participate in training offered by governing bodies and other sources to ensure knowledge base is up to date.  Develop and maintain positive working relationships with internal staff, staff of partner agencies, individuals receiving services and their families and the community in general.  Train and monitor staff performance in the execution of applicable rules and standards. Hire, train and supervise staff in assigned area in accordance with agency policies and procedures. May have to work alternative hours at times to support departmental needs.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in Social Work, Psychology, Special Education or another human service-related field.
  • Master’s degree preferred.
  • Three to five years of experience overseeing and/or providing services to individuals with intellectual and developmental disabilities required.
  • Two years of supervisory experience in the human services field required.
  • Prior knowledge and working experience of ICF, HCS, and TxHmL services preferred.
  • Intermediate proficiency with Microsoft Office Word, Excel and Outlook and ability to successfully operate an Electronic Health Record.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to read, analyze and interpret professional and clinical documents, financial reports and legal documents. 
  • Ability to respond to complex inquiries or complaints from customers, regulatory agencies or the community. 
  • Ability to write clearly and concisely. 
  • Ability to present verbal information effectively to all levels of workforce members, individuals receiving services and their families, and the community.
  • Ability to perform moderately complex financial computations.
  • Excellent organizational skills and attention to detail required.
  • Ability to manage staff and provider relationships effectively, provide staff training and performance coaching.
  • Coordinate schedule with co-workers to minimize disruptions. Share information appropriately and through chain of command. Handle differences in a professional manner. Manage staff in a respectful manner and consult supervisor prior to any personnel action. Participate as an active member of the IDD Management Team.

ESSENTIAL DUTIES, RESPONSIBILITIES

  • Maintain fiscal integrity of programs.
  • Monitor staff production in terms of timeliness, accuracy and satisfaction of individuals receiving services.
  • Ensure that program rules and agency policies are followed.
  • Provide staff technical assistance and continuous reinforcement of best practices.
  • Complete management tasks in a timely and accurate manner.
  • Complete management-level provider related tasks in a timely and accurate manner.

 

CERTIFICATES, LICENSES, REGISTRATIONS

  • Must have a valid Texas Driver License and a good driving record.
  • Must be able to pass criminal history and driving records checks.
  • Must be able to attend all LifePath Systems training in the designated time frames. 

BENEFITS

Salary Range: $58,000 - $62,000 per year              Shift Hours:  Monday - Friday  8am - 5pm

(Although typical work hours are between 8am-5pm, there may be times where staff will have to work alternative shifts for departmental needs. This may include weekends and/or weeknights.)
