What will you do?
Bixal is seeking a Health MEL Advisor for a four-year monitoring, evaluation and learning contract for USAID/Bangladesh. The Health MEL Advisor will provide ongoing MEL support to USAID and Implementing Partners (IPs) in Bangladesh. This support may include, but is not limited to, MEL and technical input on PMP indicators and development objective tracking, Activity MEL Plan reviews, DQAs, designing and implementing evaluations, assessments and studies focused on health programming, and leading health-related analysis. The ideal candidate is an expert in designing, implementing, and managing complex health monitoring systems, and developing performance and impact evaluations with a strong experience in the health sector. 

Important note
This is a full-time proposal position contingent on contract award.

Responsibilities

  • Strengthen the Mission’s Health Technical Office monitoring and evaluation, including streamlining the result frameworks, performance indicators, data quality, and reference sheets (PIRS).
  • Support the design, quality, development and completion of assessments, analytical reports and evaluations.
  • Provide technical leadership for the implementation of health-related evaluations and studies.
  • Participate as the Team Leader or senior team member on assessments and evaluations, as needed.
  • Assist the Health Technical Office in conducting data quality assessments (DQAs), monitoring, and data validation.
  • Support the Health Technical Office’s technical review of Implementing Partners’ (IP) implementation plans, progress reports, AMEL plans and other documents.
  • Support the implementation of capacity building activities in MEL for USAID and IP staff.
  • Support learning activities related to health to promote a culture of CLA at the Mission’s Health Technical Office.

Qualifications

  • Bachelor’s degree in public health, international development, social science, statistics, health systems or a related field.
  • At least ten (10) years of experience in designing, implementing, and managing monitoring systems, performance and impact evaluations, and research activities in the health sector for USAID and other International donors.
  • Minimum seven (7) years of experience in a supervisory and/or management position, leading M&E teams in developing countries with USAID or other international donors.
  • Demonstrated experience in monitoring and evaluation on health programs and understanding of public health/epidemiology indicators, data, and analysis.
  • Demonstrated experience with quantitative and qualitative data collection, management, and analysis with a strong statistical background.
  • Experience designing and managing MEL systems on USAID programs.
  • Experience working in Bangladesh, and demonstrated knowledge and understanding of the local health context and development dynamics.
  • Strong analytical and communications skills.
  • Excellent demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
  • Fluent in English.

Nice to haves

  • Master’s Degree in public health, international development, social science, statistics, health systems or a related field.
  • Strong familiarity with USAID Health portfolio of investments in Bangladesh
