Trócaire works in partnership with national and local organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire has worked in Sudan, South Kordofan since 2011 reaching an average of 200,000 people annually. Trócaire works in partnership with national organisations and in collaboration with local authorities focusing on improved access to quality health, nutrition, food security and economic wellbeing of the population.
In order to deliver and grow its integrated programme, Trócaire is recruiting a Food Security and Livelihoods (FSL) Coordinator, to be based in Kauda, South Kordofan. Our ambition in the food security and livelihood sector is to ensure that vulnerable populations, particularly women and youth in rural areas, have diverse and sustainable food availability and economic wellbeing.
The candidate will ensure a high level of programme quality for sustainable agricultural and communal natural resources planning and management. The role will also have a strong focus on growing the programme in the areas of solidarity food and nutrition systems and natural resource-based livelihoods. Further, the candidate will support the development of well-designed projects and programmes for submission to institutional donors, monitor and evaluate the programmes, and ensure system and policy adherence.
In addition to the above, the role also entails strategy development and coordination, designing programmes, strengthening the capacity of partner organisations, managing partnerships and grants, working in close collaboration with the Trocaire’s technical advisors at HQ sharing learning and good practice within Trocaire, amplifying voices from our communities and partners as well as influencing coordination across relevant stakeholders in the region.

Key Duties & Responsibilities
- Programme Development and Management:
- In response to new funding opportunities, support in the process of planning new projects, programme design and development of project proposals, or provide technical review for concept notes/proposals in close coordination with the programme team, Trocaire’s partners and communities, and HQ.
- Ensure the delivery of high-quality results under all projects and programmes relating to Trocaire’s Strategic Goal on sustainable livelihoods, natural resource management and climate change adaptation/mitigation. This includes food security in all its 6 UN Dimensions, and livelihoods incl. economic enterprises with particular focus on women and youth.
- Co-lead in the development and roll out of needs assessments and programme baselines and endlines, as well as the development of reports in close collaboration with partners.
- With the support of the MEAL Officer, manage programme M&E and support partners to have effective results-based M&E systems in place to gather, manage and analyse quality gender-sensitive and disaggregated data.
- Support, collect and review partners’ narrative and financial reports and ensure timely submission and quality assurance.
- In the event of onset emergencies, natural or manmade, in Trócaire’s areas of operation, work with partner organisations to conduct rapid need assessments of the food and livelihoods situation and make recommendations to the Trócaire Programme Manager on how best to respond to those needs programmatically.
- Contribute/lead as required to collate case studies and lessons learned on a regular basis and disseminate these among Trócaire and partners to maximize the impact of our programmes and contribute to future strategy and direction.
- Ensure that international minimum standards for food security and livelihoods, accountability and mainstreaming of protection are adhered to and implemented.
B. Financial Plan Development and Management:
- Develop and manage budget plans and monitor expenditure in line with agreed parameters.
- Manage and monitor programme and partner budgets and ensure timely budget expenditure and value for money ensuring compliance with financial norms and standards.
C. System Compliance & Information Management:
- Ensure the proper usage of Trócaire systems, including the Salesforce, Agresso, and Box, and ensure compliance with all applicable agreements, policies, and requirements incl. GDPR.
- Ensure all programme grants files are maintained and filed on Trócaire’s Box system and in line with the set archiving system.
D. Partnership Management:
- Develop and foster collaborations and support all partners in accordance with the partnership management guideline and principles of Trocaire.
- Serve as partners’ point of contact for all communications pertaining to programme and partnership management.
E. Capacity Strengthening:
- Together with our partners, develop a capacity strengthening plan for enhancing the FSL and resilience capacities of partner personnel. When required, lead the delivery of capacity strengthening and technical skills trainings to partner staff.
- Develop trustful working relationships with Trocaire global and regional humanitarian technical and sectorial specialist advisers and work closely with them to ensure that the capacity-building support is comprehensive and up to par.
- Lead on capacity building initiatives, coaching, and mentoring of partners in technical areas (including the application of agroecological approaches to food production, economic enterprises, food security, wellbeing, and natural resources planning and management).
F. Networking and Representation:
- Participate in wider organisational planning and review work, as and where appropriate.
- Actively represent Trócaire and its agroecological approach in food security, agriculture, and livelihood sector/cluster discussions and activities.
- Represent Trócaire in relevant thematic spaces and share knowledge/updates with the Trócaire team and partners.

Requirements
Qualification
- Degree in Agricultural Science, Natural Resources Management, Agroecology, Ecosystems Management or other relevant scientific field experience.
- Minimum of 5 years of experience with at least 2 years international experience in sustainable food systems, agriculture, ecosystems management, community natural resources management, rural livelihoods, and economic enterprises.
Experience
Experience in both food systems and project management assessments, programme design & evaluation and technical training and support.
Experience in managing UN and other international donor grants
Up to date with the current global discourse on food systems, hunger, climate change, and conflict.
Experience working in equal partnership with local organisations.
Experience in South Kordofan, Sudan or other similar conflict affected humanitarian contexts.
Skills
• Fluency in English (Arabic language skills is desirable).
