Food Security & CVA Coordinator-Hatay / INTERNAL

General Description of the Programme:

GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable.  GOAL was established in 1977 and is currently operational in 13 countries world-wide. GOAL began operations within Northern Syria in 2012 responding to the acute needs of conflict affected communities with a support structure based in Turkey. GOAL has offices in Ankara, Hatay, and Gaziantep, Turkey and Amman, Jordan which support both the cross border and Turkey programming.

The scale and severity of humanitarian needs in Syria remains extensive. Household needs are persistent due to the protracted conflict, waves of displacement, and an erosion of household’s coping strategies. Conditions are expected to remain unstable and bring additional challenges to struggling communities. GOAL’s work in Northern Syria is primarily in Idleb and Northern Aleppo Governorates. The program has a heavy focus on Food Security, WASH, Livelihoods and Emergency response with a growing reliance on cash and voucher modalities. GOAL is the largest NGO provider of CVA assistance in North-West Syria. GOAL implements directly working out of field offices in Idleb and Northern Aleppo, as well as implementing in adjacent geographical locations through Syrian NGO partners.

Job purpose:

Reporting to the Assistant Programme Director- Food Security, Nutrition & Livelihoods (APD FSNL) , the Food Security & CVA Coordinator will primarily be responsible for programme design, implementation, programme quality and the achievement of project results for GOAL’s food security programme. GOAL Syria’s food Security programme includes regular food assistance distributions of food kits, cash and vouchers and bakery programme but is not limited to this in future. The Coordinator will be responsible for ensuring all distributions of regular food assistance (food kit, cash and vouchers)   and bakery programme activities are implemented in line with GOAL guidelines, Standard Operating Procedures (SOPs) etc. With support from GOAL’s Assistant Programme Director- FSNL and Deputy Food Security & CVA Coordinator , the Coordinator will deliver an evidenced based programme that is informed by food security, nutrition and market assessments as well as programme data and reports and different Monitoring Evaluation, Accountability and Learning (MEAL) tools, processes and mechanisms. This position will support the Food Security, CVA and bakery teams in Syria to deliver a high quality food security programme. The Coordinator will also represent GOAL Syria in global, regional and local food security coordination forums.

Duties, objectives and competencies

Programme Design and Strategy (25%)

  • In coordination with GOAL’s APD-FSNL and the Program Quality (PQ) department, prioritize informational gaps and research needs and support the design, implementation, analysis and write up of food security and bakery assessments that significantly contribute to evidence based programming and the identification of new programming opportunities.
  • In coordination with the PQ Department, GOAL’s Global Advisors, APD-FSNL, contribute to the development of a household food security strategy designed specifically for the Syrian context to guide programme direction. Develop and refine a household targeting strategy as needed.
  • Lead in the development or significantly contribute to the development of food & nutrition security related concept notes and proposals destined for submission to donors
  • Lead in the development and review of all Guidelines and SOPs pertaining to food security and ensure mechanisms to control for aid diversion and influence by external actors are designed and included in same SOPs.
  • Lead in the development of food security responses that are tailored to the specific needs of community based and camp-based populations
  • Contribute to the development and review of vulnerability and eligibility criteria pertaining to food security programming
  • Collabrate with GOAL GESI Advisor and Protection & Safeguarding Manager to promote inclusion and ensure that gender, protection and safeguarding are integrated into programme design and implementation.

Programme Management and Implementation (35%)

  • Directly line manage the Deputy Food Security & CVA Coordinator and support him/her/they to manage the wider food security team in Turkey and technically manage the food security, bakery and CVA teams in Syria.
  • Assist the Deputy Coordinator develop and and ensure implementation of Detailed Implementation Plans (DIPs) and report on the implementation of these
  • Overall budget management responsibility of the Food security budget. Ensure accurate input into all monthly Budget Monitoring Tools (BMTs) and cash flow forecasts on all budget lines pertaining to food security programming
  • Contribute to all donor monthly, quarterly and annual reports before submission to donors and ensure required information is gathered accurately and timely.
  • Coordinate with the implementing partners on a regular basis ensuring the implementation of their programmes is on track, in line with GOAL Syria’s approach and strategy and they submit quality reports on time.

Programme Quality and Compliance (15%)

  • Have technical and quality oversight of the food security partner design and programme implementation including reviewing and providing feedback on partner reports and assessments.
  • In close coordination with the APD-FSNL and PQ department, conduct quarterly and annual reviews of learnings gleaned through programme data and reports and MEAL mechanisms
  • Contribute to the development of ‘Terms of References’ (TORs) for all Third-Party Monitoring (TPM) Activities and programme evaluations for GOAL’s food security programming and support the review of all TPM reports and evaluations
  • Contribute to the development of all monitoring tools, particularly all distribution and post distribution tools.
  • Promote the integration of agency and industry standards and best practices in food & bakery assistance.
  • Ensure all food security activities are implemented in line with GOAL’s Guidelines and SOPs and provide the programme team with needed training or instructions to ensure adherence.
  • Work with the PQ department to ensure all programme participants are selected in line with GOAL’s vulnerability and eligibility criteria and registered in GOAL’s food security programme.
  • Implement a bread price monitoring process and disseminate finds to donors and the Food Security Cluster
  • Oversight for ensuring quality Market Monitoring Reports/Assessments meet information needs and inform programmatic decisions

Procurement and Supply Chain (10%)

  • Develop and implement procurement plans
  • Participate in as required and contribute to all tender and procurement committees pertaining to the food security programme
  • Ensure quality assurance of all food security items (e.g.food kits, flour, yeast, vouchers) procured by ensuring all donor and GOAL standard testing is carried out in a timely manner
  • Work with the Deputy Coordinator to address all food quality issues reported at field level and ensure timely reporting of this to the HOP and donors

Human Resources and Capacity Development (5%)

  • Day to day management of direct reports.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on one and performance appraisal reviews
  • Ensure the the Deputy Coordinator develops and implements capacity building plans for the food security & bakery teams in Turkey and Syria
  • Support the regular review of the Food Security organization chart and Job Descriptions (JDs) and any necessary revisions to promote effectiveness and efficiency for food security teams in both Turkey and Syria.
  • Oversee timely recruitment of staff in Turkey and Syria
  • Support an organisational culture that reflects GOAL’s mandate, values, promotes accountability and high performance, encourage a team culture of learning, and innovation.
  • Delegate for the ADP-FSNL during times of their absence from the office if requested.

Representation (10%)

  • Represent GOAL Syria’s food security programme nationally and regionally, as requested and ensure coherence and integration with GOAL Syria technical and strategic frameworks
  • Represent GOAL Syria in the Global FSNL network meetings and forum
  • Liaise with donors and related clusters as requested by the APD FSNL

Requirements (essential)

  • Undergraduate degree or master’s level qualification in economics, international development, business, food security, humanitarian assistance,, public health or any other relevant field
  • At least three year’s experience gained in a management position of a food security programme in a humanitarian context
  • At least 1 year experience in set up, design, implementation and monitoring of markets-based/ cash based programming.
  • Strong grasp of project development and management and proven capacity in budgeting and financial management
  • Proven problem solving and coordination skills, flexibility and calmness under pressure
  • Experience in donor engagement and representation
  • Demonstrable experience developing funding proposals and writing donor reports
  • Fluent written and spoken English language skills
  • Strong computer skills with particular competencies with Microsoft Office applications (including MS Word and Excel)

Requirements (desired)

  • Arabic language
  • Knowledge of GOAL’s target areas in Idlib and Aleppo governorates and understanding of the humanitarian crisis in Syria
  • Experience managing food security programmes in Syria, particularly North West Syria
  • Proven capacity for policy development, and long-term strategic planning
