What will you do?
Bixal seeks a Deputy Chief of Party (DCOP) for a four-year contract for USAID/Bangladesh. The DCOP will support the Chief of Party (COP) to provide guidance, leadership and oversight for a team of monitoring, evaluation and learning professionals. The DCOP will also provide technical and administrative support to the COP. A senior leader—they will oversee the day-to-day activities of the MEL team and deliver specific assignments in design, analyses, assessments, and evaluations to meet USAID/Bangladesh’s needs for data and evidence. The DCOP will provide technical and managerial support to teams on tasks such as designing, conducting, or managing evaluations, consulting on strategies, developing learning agendas, training, or other functions as required. The ideal candidate is a senior monitoring, evaluation, and learning professional. They are solution oriented, resourceful, engaged, they are a leader who wants to help improve how development is delivered and are passionate about data and learning.
Important note
This is a full-time proposal position contingent on contract award.
Responsibilities
- Support the COP to deliver high-quality performance monitoring and evaluation services on the contract.
- Represent the company to the client and represent Bixal in the absence of the COP.
- Work with team to strategically deploy staff and consultants and may serve as a team member to deliver specific assignments as required.
- Oversee the MEL technical teams providing senior-level technical support on all MEL activities, including designing and implementing complex monitoring systems, performance monitoring and evaluation activities and data quality assessments.
- Oversee the technical review of Implementing Partners’ (IP) implementation plans, progress reports, AMEL plans and other documents.
- Oversee data quality assessments (DQAs), monitoring, and data validation activities.
- Provide technical and administrative support to the COP including ensuring cost effective management of the contract, financial projections, and systems to ensure proper use of funds.
Qualifications
- Bachelor’s degree in international affairs, social science, management or a related field.
- At least ten (10) years of experience in monitoring, evaluation, and learning in international development programs, preferably funded by USAID, in developing countries.
- Minimum seven (7) years of experience in a supervisory and/or management position, leading M&E teams in developing countries with USAID or other international donors.
- Thorough technical knowledge of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
- Demonstrated MEL experience in at least one of the following development sectors: democracy, human rights and governance, economic growth, environment, agriculture, food security and humanitarian assistance.
- Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills
- Experience working in Bangladesh and demonstrated knowledge and understanding of the local development context and development dynamics.
- Excellent demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
- Excellent oral and written communication skills in English
- Deep understanding of the USAID portfolio of investment in Bangladesh strongly preferred.
- Previous experience in similar roles on USAID contracts
- Proven success in leading highly collaborative, dynamic teams and managing change.
- Proven experience in iterative, flexible, adaptive management of teams and projects.
