POSITION MANDATE
Resonance seeks a Chief of Party (COP) to lead the anticipated USAID Georgia Agricultural Trade Program, which is an expected five-year activity that will seek to strengthen Georgia’s capacity to sustainably export to high-value markets, strengthen local agricultural market systems in Georgia, and attract new private investment into the sector. The overarching objectives of the Program are export diversification and increasing market linkages with non-malign markets, improving the capacity of agricultural enterprises to access export markets, and enhancing the resiliency of climate-responsive food and agricultural systems. 
 
This is a full-time position based in Tbilisi, Georgia. 

OUTCOMES / ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership and/or oversight of all activities and outputs, including extensive technical inputs across one or more areas, such as agricultural market systems, trade and export development, market linkages, capacity building, private sector engagement, or climate-responsive agricultural development. 
  • Represent the project externally and ensure close coordination with partners in the private sector, local key stakeholders, and donor communities. 
  • Lead financial oversight and procedures and ensure compliance with USG regulations and Resonance policies. 
  • Provide technical advice, oversight, or leadership on all technical activities, which may include the design, methodology, and tools for some activities. 
  • Confirm project compliance with all contract requirements, USAID rules and regulations, and Resonance policies and procedures. 
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff. 

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree or higher in international development, business administration, development economics, or other relevant area. 
  • 10+ years of relevant professional experience related to the management or implementation of donor-funded development projects including experience in the Caucuses. 
  • 5+ years of experience in agricultural market systems, export development, and trade and competitiveness activities. 
  • Experience as a Chief of Party or leader of a donor-funded activity of similar scope and budget. 
  • Excellent written and oral communication skills in English. 
  • Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments.  

PREFERRED EDUCATION & EXPERIENCE

  • Experience in the Agriculture Sector in Georgia strongly preferred. 
  • Ability to speak and write in Georgian preferred. 

TRAVEL EXPECTATIONS 
The employee must be able to travel domestically and/or internationally and up to 20% for work assignments. 

WORK ENVIRONMENT AND PHYSICAL DEMANDS 
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.
