Location
The consultant’s home base (remote) with travel as required to Jamaica.
What will you do?
Bixal is seeking a senior- or mid-level technical Subject Matter Expert interested in working on short-term evaluation of a budget technical assistance in Jamaica.
The Subject Matter Expert will assist in the development and implementation of an evaluation of a budget and financial accountability technical assistance program in Jamaica. Primary responsibilities include analyzing technical documentation and reports, producing findings and recommendations, and supporting the analysis and report writing for evaluation reports as assigned by the Evaluation Team Leader. The right candidate will have extensive technical experience in assessing all phases of the governmental budget cycle from budget formulation, budget execution, monitoring and reporting, and treasury operations. Ideally the Subject Matter Expert will have regional experience in the Caribbean.
Ideally, the Subject Matter Expert will have expertise in at least one of the following areas
Governmental budgeting and pension management
- Knowledge of pension administration and information processing
- Experience assessing risk factors in pension processing and administration
- Experience reviewing pension processes and internal controls of recipients for accurate disbursement data
Cash management activities and practices for strengthening public financial management
- Experience with or knowledge of the consolidation of government held accounts in a verified database for all government held bank accounts
- Experience managing government-held accounts in commercial banks
Financial management system implementation and improvement
- Experience generating daily reports for a Cash Management Unit
- Experience with automated reconciling of a central Processing Account
Responsibilities
- Collaborate on the execution of an evaluation of a governmental budgeting technical assistance program in Jamaica
- Collaborate on the development of the workplan, inceptions report, facilitation guides, and evaluation design as assigned by the Team Leader
- Review technical documents and reports, analyze qualitative and quantitative data, and conduct data collection as required
- Develop presentations to disseminate findings and conclusions to a wide audience, including high-level forums
- Conduct regular briefings with clients
Qualifications
- Master’s Degree in economics, business administration, or other relevant fields with at least 10 years of practical experience
- Experience conducting technical support in international settings
- Be solution-oriented, problem-solving, and a great person to work with on an assignment
- Superior quantitative and qualitative skills
- Demonstrated experience managing teams
- Excellent verbal communication and writing skills
- Robust organizational skills
- Strong attention to detail
- Ability to follow through on tasks in a fast-paced environment
