Location:
Work will be performed at the consultant’s home location, with travel and an estimated 3 – 4 weeks of in-country data collection throughout Papua New Guinea, with careful and ongoing assessment of the COVID-19 and security circumstances in-country.
What will you do?
Bixal is seeking a Biodiversity Subject Matter Expert, on an anticipated mid-term performance evaluation of USAID Lukautim Graun program. The objective of the activity is to create an environment and facilitate mechanisms through which communities, the private sector, and government work in partnership for the common goals of conservation and sustainable development; in which customary owners have the skills, knowledge, and incentives to sustainably manage their lands to reduce the threats to biodiversity; and each level of government has the capacity and political will to create an enabling environment supporting biodiversity conservation.
This position is a short-term consulting role and is a proposal position, contingent on contract award. The anticipated period of performance is 4 – 6 months.
Position Description
The Biodiversity Subject Matter Expert will work closely with the evaluation team, providing biodiversity expertise to in-person data collection throughout Papua New Guinea. This evaluation is intended to examine what aspects of the program are working well, which are not working well, and what mid-course corrections are needed. It will also inform the implementation of the remainder of the project and potential future projects.
Responsibilies
- Provide environment and biodiversity technical expertise on all elements to an evaluation
- Collaborate in the design and execution of the evaluation design, methodologies, data collection tools, and data analysis approach.
- Support the development of the evaluation inception report and workplan, outlining the methodology, limitations, schedule, and all other elements of the evaluation plan.
- Support the day-to-day management of evaluation activities in multiple locations throughout Papua New Guinea.
- Support the drafting of working findings, conclusions, and recommendations (FCR) matrix on weekly basis throughout data collection and collaborate on the final FCR matrix after data analysis concludes.
- Coordinate with evaluation team, USAID, and Bixal home office staff to ensure a high-quality evaluation design and rigorous data collection and analysis processes.
- Collaborate on the evaluation data analysis plan and oversee/execute any quantitative or qualitative analysis process, including coaching/training team members on analytical processes.
- Support drafting of evaluation report
- Support presentation of evaluation findings to donor and client staff.
Qualifications
- High-level sectoral expertise in the environment, biodiversity, and other related areas
- Expertise with quantitative and qualitative methodologies and evaluation approaches, and/or conducting evaluations in various settings
- Superior intercultural skills and political sensitivity
- Demonstrated experience collaborating with intercultural teams
- Strong attention to detail
- Ability to follow through on tasks in a fast-changing environment
- Solution-oriented and nice person to work with
- Willing to learn from team members, coach and be coached as appropriate
- Fluency in English required, fluency in Tok Pisin preferred
- Minimum of 7 years of practical experience in environment, biodiversity, and other related fields
- Master’s degree or higher in related field, such as international development, economics, sociology, environmental studies, or anthropology
