1. INTRODUCTION
- The NATO Communications and Information Agency (NCI Agency) located in The Hague, The Netherlands, is currently involved in the development of new capabilities for NATO as well as in the support of existing capabilities. In the light of these activities, the AMDC2 Service Centre is looking for Linux Consultancy Services for the NATO Integrated Secure Platform project. NATO Integrated Secure Platform project has the objective of providing secured operating platform for the application systems hosted on it. This request for consultancy services aims to get consultancy on maturing the NISP Linux Platform, which is developed and has been maturing over last few years. This consultancy services is to bridge the gap in Linux knowledge required by the NISP Development Team in order to complete the porting of NISP to Linux and achieving a higher maturity level of the product.
2. SCOPE OF WORK

3. ROLES AND RESPONSIBILITIES
- The work shall be conducted in close collaboration between the Contractor and NCI Agency AMDC2, as described in table below:
4. SCHEDULE AND PRACTICAL ARRANGEMENTS
- Period of performance: The Contractor is required for the period starting 10th April 2023 through 31st December 2023 in ISS POW 2023
- Location: On-site at the NCI Agency in The Hague
- Expected Travel: None
5. DELIVERABLES AND PAYMENT MILESTONES
This is a deliverable-based contract.
- Schedule of payments. Payment will be made after each sprint and Purchaser’s written acceptance Delivery Acceptance Sheet (DAS) (Annex B) of the respective deliverables.
- Invoice and DAS including the EBA Receipt number shall be provided to Purchaser for the payment
6. COORDINATION & REPORTING
- The contractor shall follow all general rules, terms and conditions as applicable for working in the NCIA, The Hague Offices.
- Normal working hours and procedures of NCIA, The Hague is applicable
- The contractor shall report to the Project Manager and provide update on the progress of work on weekly basis.
- The contractor shall work under the technical supervision of the NISP Lead Engineer.
- The contractor shall work collaboratively with the NISP project team and deliver the work packages on time.
7. GENERIC NOTES
- On “Expertise Requirements”: Since we are describing work packages, the only expertise required is the ability to implement the work package successfully.
- On “Level of Clearance Required”: Level or required clearance may vary per work package; proposal to have CISSS look at the work packages and define the minimum required clearance for each of them; the NISP project works on maximally NR systems, and all produced artefacts are at most NU.
- On remote working: possibility of remote working must be checked from both a technical and security point of view.
- General constraint: all documentation and code created as part of the work package is owned by NCI Agency
General constraint: Work is performed in an offline environment (no direct Internet access).

8. REQUIRED QUALIFICATIONS
- Contractor – MANDATORY Requirements
- NATO SECRET Security Clearance.
- In-Depth knowledge of Solaris and Oracle Linux.
- Experience in the creation of automated test suites on Solaris and Oracle Linux.
- Experience in using the tools as described in this SoW.
- Contractor – DESIRED Requirements
- Thorough knowledge of English, both written and spoken, is essential.
- NOTE: Most of the work of the NCI Agency is conducted in the English language.
